Can this be managed by group rather than trust level, would it be useful for Welcome Team

I am seeing the welcome banner even though I am a member. Is this expected behavior?

For now - yes (there’s a Theme Component that will make it for non-members only, but it’s turned off while the banner is being developed :slight_smile: )
