my leading idea is to not use the wool but find an outdoor rated version of these and arrange them in a ‘cloud like’ formation
Once used the filling from old duvets for sort of similar light diffusion for a music video. It wasn’t shot outdoors or needing to be rainproof, but might be ok for that. It’s probably polyester fibre or something like that. You can also get waterproofing spray. Otherwise have the clouds under umbrellas for a Magritte surrealist style which could be cool and trippy.
ETA - come to think of it, the problem will be if fibres get soaked, they will probably become soggy droopy blobs and no longer fluffy. So some kind of hardening spray / treatment might be needed - maybe something like paraloid b72 diluted to 25%. (Or the umbrellas).
What about sewing something in a lumpy cloud shape:
photography diffusion paper. Most of it is waterproof, stick it through a shredder glue it around your LED. LEDs themselves are fairly waterproof your wiring would be something to think about though
